El Alto, located above the Bolivian capital with nearly one million people was a political stronghold in the decisive victory of the Aymaran Indian recently elected president of Bolivia, Evo Morales. El Alto compromised of immigrants from diverse areas of the country as well as a large Peruvian population is a busy market and residential area.
