By expressing the desire to hold a conference concerning the Third World debt, Gorbachev offered the beginning of a solution to the problem of "Third World AIDS", an expression of Castro's. In addition, the Soviet Number 1 protested against foreign interference in the region "whether from the exporters of revolutions or counterrevolutions".
