Former President Bill Clinton speaks at a dedication ceremony for "To The Struggle Against World Terrorism," a 10-story high memorial to the victims of terrorism, on Sept. 11, 2006, the fifth anniversary of the 9-11 World Trade Center attacks. The bronze-clad monument, enclosing a 40 foot steel teardrop, was a gift of the people of Russia and was designed by Russian sculptor Zurab Tsereteli. The memorial on the Bayonne peninsula is across New York Bay from New York City.
