Hua Guofeng was designated by the late Mao Tse-tung to replace him as Chairman of the Communist Party, but was sidelined by Deng Xiaoping. The National Congress is held to outline the party's plans for the upcoming five years. Despite having a population of over 1.3 billion people, the Communist Party of China has only 73 million members.
