epa03196686 A picture made available on 26 April 2012 shows an Afghan man with a national flag in front of the tomb of former Afghan King Zahir Shah, on the outskirts of Kabul, Afghanistan, 22 April 2012. Reports state that a strategic partnership between Afghanistan and the United States has been finalized after months of negotiations and is now ready to be signed by the countries' president. The document is expected to provide a broad outline of American support to Afghanistan, both military and financial, beyond 2014, the year in which NATO and allied forces are set to leave the war-torn country.
