The East Bank of Plaquemines Parish Flooded by Hurricane Issac
September 2, Scarsdale, LA in Plaquemines Parish on the East Bank of the Mississippi River, Don Duplantier rescues his cat, Lovey, in a pirogue. Scarsdale is outside of the storm protection system created by the giant wall that was constructed after Hurricane Katrina. Don Duplantier's home took on 12 ft. of water from Isaac, a category one hurricane.
