Tropical Storm Isaac approaches the coast of Gulfport, Mississippi on the morning of August 28, 2012 with one of the lowest barometric pressure measurements for any storm below hurricane strength, with a pressure of 976 millibars. Less than six hours after this photo was taken, Isaac became a Category-1 hurricane. On August 28, 2012, President Barack Obama signed an emergency declaration for the state of Mississippi in response to the storm.
