Chinatown and the Two Bridges neighborhood at right, lost electricity during the onslaught of Tropical Storm Sandy together with most of Lower Manhattan, and in the following days the community had to made do with the resources at hand, relying on flashlights and candles, and carrying water to apartments on higher floors in buckets. In a linguistically isolated community of large numbers of recent immigrants, there was an information blackout as much as there was power failure, and many residents were left in the dark as to what services were available and when amenities, schools and transportation might be restored.
