President Barack Obama speaks about the implementation of the Affordable Care Act and federal government shutdown in the Rose Garden at the White House in Washington, D.C. on Oct. 1, 2013. The president stood with American citizens who will benefit from the healthcare reform, whom he had met with earlier in the day.
