This treaty created the North Atlantic Treaty Organization as a bulwark against Communist expansion. Leaders from the United States, Canada, Iceland, Britain, France, Denmark, Norway, Belgium, the Netherlands, Luxembourg, Italy, and Portugal signed this treaty in 1949.
