Mr. Dulles emphasized U.S. determination to oppose Communist aggression. He discussed the explosive Formosa question into the meeting although the Chinese Nationalist government is not a member of the eight-nation pact group. The three-day confab closed yesterday with the SEATO nations pledging determination to take "all possible measures to preserve and strengthen peace in Southeast Asia".
