The two leaders announced they had agreed on preparations to go forward with atmospheric nuclear testing as a matter of "prudence" in view of the "massive series of Soviet blasts." A communique also announced that the U.S. Ambassador in Moscow would make the initial contact with the Russians in resuming exploratory talks on Berlin.
