Original caption: 12/5/1967-Washington, DC- President Johnson signed into law today a three-year, $589 million health grant authorization, including grants to fight rats in the nation's slums. The law also required clinical labratories operating across state lines to be licensed and inspected, either by the Government or by an accredited medical or pathological association. Here, he hands a pen to Senator Edward Kennedy(D-MA), one of the many dignitaries attending the ceremony.
